Child Support Distribution Act of 2000
A bill had been introduced that discriminates against women and threatens the privacy of individuals and the rights of those who are owed child support. This bill has no number yet, but is authored by Nancy Johnson (R-CT). It is called the "Child Support Distribution Act of 2000" but it is really a revitalization of the Fatherhood Counts Act combined with a huge attack on the privacy rights of individuals.

Diane Feinstein is planning to introduce an amendment on a bill
HELP! Diane Feinstein is planning to introduce an amendment on a bill that will stop us from being able to search credit reporting headers for locations of non-payors by looking up their credit header history using their social security numbers. A credit reporting header is just the top part of a credit report that gives the information about name and address. This will really hurt our ability to be able to find non-payors who are hiding.

Here is the update on the bills-
AB 196 on the Governor's desk waiting for the Burton bill to get there so he can sign both.

AB 472- the complaint resolution bill- passed the Senate Appropriations Committee today and will be on the Senate floor by Monday- write letters-we lost the welfare debt amnesty provisions of the bill in Senate Health and Human Services Committee but will come back next year with the welfare debt amnesty. This bill is headed to the Senate floor by Monday.

AB 780- the bill that required state, county, and city contractors to report their employees to the New Employee Registry was killed in the Senate Appropriations ommittee today. Major Bummer. We will come back next year with this policy.

AB 250- the bill to increase the disregard from $50.00 to $75.00 for families on welfare when the NCP pays support was was killed in the Senate Appropriations Committee today.

Senator Richard C. Shelby of Alabama has introduced a bill that would take away the ability to use driver's license information to track down non-payors.

We need everyone to call, write, e-mail and fax requests for him to "withdraw section 339 of Senate Bill 1143". WE need the action to occur right away!! The pertinent information for contacting him is:

    Calls are best, and if you can call the district offices as well as the number in D.C. Next most effective tool is faxing, then e-mails. Do whatever you can!!! If we lose the ability to use driver's license information to track non-payors it will be devastating. So get on the horn and tell this Senator to withdraw this section!

In the new Child Support Agency, a Special Task Force should be funded to deal with Under-the TableWage Earners and Small Business Owners The under the table wage earners present special challenges and respond to only various and vigorous enforcement tools directed specifically at them. Just as the police must have a drug-enforcement task force to deal with the special challenges of the drug world, these deadbeats need professionals who have been trained to watch for the "badges of fraud". Currently NO-ONE in any DA's office is competent to handle or to even identify these cases. We have a chance to start clean.

IN THE HOUSE OF REPRESENTATIVES:
HR399- affects anyone who owes child support from recieving federal grants or loans.
HR2189- would create a national child support system and place enforcement of all child support orders under the Social Security Administration.
IN THE SENATE:
SB699- requiring states to pay all child support collected through an IRS Offset to the families first and allow the state to do an offset even if the kids are over 18.
SB97- will move child support enforcement to the IRS if the states do not reach 75% collection by 1999.
SB1074- will give all interstate cases to the IRS for enforcement and create a National Child Support Guidelines Commission.
SR1075- would create pilot projects for Child Support Assurance.
