On September 2, 1999, Fresno County Superior Court Judge Jane Cardoza  made a joint custody ruling that included Larry Synclair Jr. to live in Moscow, Russia with summer visits to the United States to see his father, Larry Sr. The court refused to examine evidence regarding child/spousal abuse and a written confession of child abduction committed by the child's mother Svetlana Synclair (Gavrilova).  Cardoza's decision made Larry Jr. a national statistic on abduction. Research shows over 10,000 American children are parentally abducted each year to a foreign country, mostly due to the ignorance of the legal system. Sadly, the chances of an abducted American child returning home are very rare.

Although another Superior Court judge agreed in 2002, with support from another judge in 2003,  that Larry Jr. has been parentally abducted and awarded the father sole legal and physical custody, Larry Jr. remains hidden in Russia. His mother, a cult member hiding from California law enforcement officials in her home country, has denied all communication between father and son for over eight years.

Larry Sr. has authored state legislation that instructs judges, such as Jane Cardoza,  not to hand children to suspected abducting parents, especially those whom reside in countries that ignore U.S. custody orders. The Synclair-Cannon Act (Family Code section 3048) was signed  into law in September 2002. Another proposed legislation being reviewed by members of Congress calls for improvement of federal resources to help left-behind parents. The Parental Abduction Recovery, Enforcement, and Network Training Act (PARENT Act) has received much support from missing children organizations and parents of abducted children.

This is an outstanding book about the U.S. State Department's priority to maintain diplomatic relations with other countries, even while risking America's security. The author gives special attention to some American children who were parentally kidnapped and how the State Department chose not to seek measures in bringing them back home...and at times took effort to see some remained in the foreign countries.
