| Next meeting: Monday, April 11th, 5:00pm at City Hall Due to a larger turnout at meetings and the lack of a larger room on Tuesday nights, the Task Force meeting as been moved to the second Monday in each month, in the Colonel By room, 2nd floor, City Hall, near the Lisgar Street entrance. |

| The summer of 2004 saw Ottawa's second "Homeless Action Strike", where a group of homeless people camped out in front of City Hall, by the monument to Human Rights. As a response to the homeless strike, City Council passed an motion in October of 2004 mandating a Task Force on Homelessness, to "review how the homeless are treated in the City of Ottawa and recommend procedures and solutions, including the exploration of multi-disciplinary street patrols, the use of mediation techniques and best practices in other cities." In December of 2004, the City announced the formation of the Task Force based on these terms of reference. |

| The Task Force currently consists of only one "homeless advocate" with eleven professionals. Fully half of the Task Force receive their paycheques from the City, although two are elected councillors. There are more people from the Police Service and Police Services Board sitting on the Task Force than there are homeless. This was clearly NOT the original mandate of the Task Force, as originally conceived. We at SHORT have little confidence at the moment that the Task Force, representing as it does many who have a stake in the status quo or the "homelessness industry", will recommend any useful and meaningful changes. We sincerely hope we are mistaken but only time and your's and our efforts will tell. |
